Given API rate limits are - Per User or Per API ?

Rate Limits Stated here https://smartapi.angelbroking.com/docs/RateLimitare per User / per API?
If I create two api then will I be able to punch 20 orders in 1 second??

Apologies for delayed response.
Rate limiting logic implemented as per User ID.
If API request per User exceeds the specified limit, the same will be blocked by our server.Thanks & Regards,

@shivdasb1996 I also tested by creating two APPs, you are correct. The rate limit cannot be bypassed by multiple APPs.

@shivdasb1996 I believe that the rate limit is per API key. But haven't tested it directly.
I am surprised where you will need 10 orders / second - topic:timeago_earlier,27 days

I tried my self and observed
These API rate limits are Per User
by creating multiple API we cannot bypass 10orders per second limit

@shivdasb1996 better to do experiment by your self by placing a fake order such that the order not execute .
eg:
if ltp = 100, put your order at 98rs and check -
