Error - Primary Static IP is already associated with another App

Hi,
I have two apps associated to my account. I tried to change the IPs of once of the app and getting error message "Primary Static IP is already associated with another App" whereas the IP is not used in any of the App.

Please guide as the IP is not used in any of my App.
